#70: the letter-index should only link to pages with at least one object

 The forms index page contains a line with links for letters a-z, 0-9 and #
 (others). For each letter the program creates a separate html page. I
 think its better to create such a page only if it contains at least one
 workflow element. The index should then still display a-z, 0-9 and #, but
 only a few are clickable (link to the specific page) ... all other letters
 stay gray.

 Of course this applies to all object types (not only to forms).
